II. Eligibility Criteria

2.1 City Center

• Enterprise's sales revenue in the previous year must be at least 5000 ten thousand yuan.
• R&D expenses must not be less than 300 thousand yuan.
• R&D staff must number at least 20.
• R&D facility area must be at least 500 square meters.

2.2 Provincial Center

• Enterprise annual sales revenue of the previous year must be no less than 2 billion yuan.
• R&D expenses must not be less than 1000 thousand yuan.
• R&D staff must number at least 50.
• Holds more than 30 valid patents

3. Subsidy and Incentive Policy

• Centers designated as municipal-level will receive a reward of 20-50 ten thousand yuan.
• A reward of 50-100 ten thousand yuan will be granted for designation as a provincial center.
• A reward of 100–200 million yuan will be granted for designation as a national-level center.
